    尊敬的各位新聞官員,各位來賓,女士們,先生們:

    借第六期非洲政府官員新聞研修班的機會,我們與外交部共同舉辦中非合作論壇—新聞研討會,邀請中非新聞官員和媒體負責人參加,共同就國際金融危機新形勢下加強中非媒體交流合作,深化中非傳統友好關係發展進行探討,意義重大而深遠。我代表國務院新聞辦對本次研討會的成功舉辦表示祝賀!對遠道而來的非洲朋友表示熱烈的歡迎!

    中國同非洲國家開啟外交關係半個世紀以來,雙方相互理解、相互支持,平等相待、密切合作,在維護國家主權和民族尊嚴、發展經濟和改善民生、維護世界和平和捍衛發展中國家權益等各個領域攜手合作,結下了深厚的友誼。

    2000年,中國和非洲國家的部長們聚首北京,共同創立了中非合作論壇,開啟了中非合作新紀元。中非傳統友誼獲得新的動力,煥發出更為蓬勃的生機和活力。在2006年召開的中非合作論壇北京峰會上,中非領導人共同確立發展政治上平等互信、經濟上合作共贏、文化上交流互鑒的中非新型戰略夥伴關係,揭開了中非關係史上新的一頁。

    中非關係發展能夠歷久彌新並不斷煥發出強大的生命力,既體現了雙方領導人始終以務實的態度和創新的精神不斷推動中非關係向前發展的智慧,又凝聚著包括在座各位非洲新聞界朋友在內的雙方各界人士的努力。你們用自己的筆撐起了中非友誼的藍天,你們用手中的攝像機架起了中非友誼的橋梁。

    近年來,中國與非洲國家新聞領域的交流合作不斷深化發展,先後與埃及、南非、毛裏塔尼亞、肯尼亞、加納、突尼斯、塞拉利昂、坦桑尼亞等國的政府新聞主管部門建立了良好的溝通機制,並與肯尼亞、南非簽署了兩國新聞領域交流與合作意向書。自2004年來中國成功舉辦了五期非洲國家政府官員新聞研修班。新華社、人民日報、中央電視臺、國際臺等中央新聞單位與非洲各國的互訪團組逐年增多,報道內容也逐年增多。地方新聞單位與非洲媒體的交流合作也非常積極。這些交流與合作加深了中非人民之間的相互了解,媒體的互訪和報道更增加了國民情感,成為促進中非人民的相互了解,維護友好合作的重要保障。我們也看到,目前的交流交往合作還不能滿足中非人民日益增長的信息需求,衷心希望今後中非媒體之間有更多的交流,中非媒體界人士之間有更多的往來。

    在這裡,我想給大家簡要介紹一下7月5日在我國新疆烏魯木齊市發生的打砸搶燒嚴重暴力犯罪事件情況。這起由境外分裂勢力遙控指揮煽動,境內分裂分子具體組織實施,有預謀有組織的嚴重暴力犯罪事件,其險惡用心在於妄圖分裂我們的國家,製造民族矛盾和對立,破壞中國繁榮發展的大好局面。事件已造成180多人死亡,千余人受傷,人民生命財産遭受巨大損失。事件發生後,中國政府依照法律採取一系列措施制止暴力犯罪活動,維護社會穩定,維護社會主義法制,維護人民生命財産安全,維護國家統一,得到各族人民的堅決擁護和支持,也得到國際社會的廣泛理解和支持。他們紛紛譴責暴力犯罪事件的製造者、煽動者。在黨和政府堅強領導下,在各族人民共同努力下,烏魯木齊市事態已經平息,生産生活秩序已然恢復,經濟社會發展正常進行。歷史和現實一再表明,哪個國家也不容許暴力犯罪活動發生,哪個國家也不容許搞民族分裂活動。分裂不得人心,暴力為人唾棄。我還要告訴大家,這起事件根本破壞不了中華民族大家庭的空前團結,動搖不了各族人民和睦相處、和衷共濟的和諧局面,更阻擋不了中國文明開放、和平發展的良好勢頭。經受住了磨難和考驗的中國,一定會發展得更強大、更美好!

    當前,世界各國都面臨國際金融危機的新挑戰。新挑戰也蘊含著新機遇。儘管金融危機仍在蔓延,世界經濟前景仍然嚴峻,但國際社會在擴大合作、共同應對挑戰方面已達成許多共識。中國願意同世界各國一道,為應對金融危機,推動世界經濟復蘇做出努力。我相信,經過我們的共同努力,一定能繼續深化中非傳統友誼,一定會把中非友好合作推向前進。

    最後,預祝第六期非洲國家政府官員新聞研修班取得圓滿成功,祝參加研修班的各國代表在華研修訪問愉快。

At the Reception for the FOCAC Media Seminar

    (Beijing, 15th July 2009)


  Distinguished press officials,
Dear guests, ladies and gentlemen:

    On the occasion of the Sixth Seminar for African Press Officials, the State Council Information Office of China and Foreign Ministry of China co-organized a media seminar within the framework of the Forum on China-Africa Cooperation. Chinese and African press officials and media executives were invited to attend the seminar to exchange views on enhancing China-Africa media exchanges and cooperation and on deepening traditional China-Africa friendship against the backdrop of international financial crisis. The seminar will have far-reaching influences. On behalf of the State Council Information Office, I wish to extend sincere congratulations on the success of the seminar! I also wish to extend warm welcome to African friends who have come here from afar!

    Over the past five decades since the inauguration of diplomatic ties between China and African countries, we have enjoyed mutual understanding, support and close cooperation, treating each other as equals. We have forged deep friendship in our joint efforts to safeguard state sovereignty and national dignity, to develop economy and improve people’s livelihood, to maintain world peace and to uphold the legitimate rights and interests of the developing countries.
  
   In 2000, ministers from China and African countries gathered in Beijing to jointly launch the Forum on China-Africa Cooperation, opening a new chapter in Sino-African cooperation. This has given a new impetus to the traditional China-Africa friendship, which grows even stronger and more vibrant. At Beijing Summit of the Forum on China-Africa Cooperation in 2006, Chinese and African leaders decided to establish a new type of strategic partnership between China and Africa featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges, opening a new page in the history of Sino-African relations.
  
   China-Africa relations have endured the test of time and grown ever stronger. This proves the wisdom of Chinese and African leaders who have always promoted China-Africa relations in a pragmatic way and in a spirit of innovation, and also embodies the efforts by people from all circles, including friends from African press present here. You have propped up a blue sky of China-Africa friendship with your pens, and you have built a bridge of China-Africa friendship with your cameras.

    In recent years, the media exchanges and cooperation between China and African countries have intensified. We have established excellent communication mechanisms with the government information departments of Egypt, South Africa, Mauritania, Kenya, Ghana, Tunisia, Sierra Leone and Tanzania, and have signed letter of intent on media exchanges and cooperation with Kenya and South Africa. Since 2004, we have successfully held five seminars for African press officials. Nationwide Chinese media such as Xinhua News Agency, People’s Daily, China Central Television and China Radio International have exchanged more visits with their African counterparts, and have increased their coverage of African countries. Local Chinese media are also enthusiastic on exchanges and cooperation with African media. The above-mentioned exchanges and cooperation have deepened the mutual understanding between Chinese and African people, and media coverage and exchange of visits have cultivated friendly feelings between Chinese and African people. These efforts provide an important guarantee for better mutual understanding between Chinese and African people and closer cooperation between China and Africa. At the same time, we have also noted that existing media exchanges and cooperation fall short of meeting the increasing demand for information from Chinese and African people. It is my sincere hope that there will be more exchanges between Chinese and African media, and there will be more exchange of visits between Chinese and African media people.

    I would like to take this opportunity to brief you on the violent riot involving assaults, vandalism, looting and arson that erupted in Urumqi city on July 5th. This is a pre-planned and organized grave crime of violence remote-controlled and instigated by separatist forces overseas and carried out by separatists in China. The ulterior motive of separatist forces is to split China, create racial conflicts and animosity and sabotage China’s development and prosperity. This event has left over 180 people dead and over 1000 people injured. People’s lives and property have suffered heavy losses. Soon after the event, the Chinese Government, in accordance with law, took a series of measures to stop violent crimes, maintain social stability, preserve socialist legal system, protect people’s lives and property and safeguard national unification. These measures have received firm support from all ethnic groups in China as well as extensive understanding and support from the international community. People unanimously condemn the perpetrators and instigators of the violent riot. Under the strong leadership of the Communist Party of China and the Chinese Government and with joint efforts by all ethnic groups, the situation in Urumqi city has already calmed down. The normal living and working order has been restored and socio-economic development proceeds as usual. History and reality have time and again indicated that no country tolerates violent crimes and no country permits separatist activities. Separation goes against the will of the people, while violence is condemned by all the people. I wish to tell you that the July 5th event will neither undermine the unprecedented unity among all ethnic groups in China, nor upset the harmony and mutual support among all ethnic groups. The event will by no means hamper China’s strong momentum towards opening-up and peaceful development. After going through hardships and tests, China will grow even stronger and more beautiful!

    At present, all countries are faced with new challenges posed by global financial crisis. New challenges also contain new opportunities. Although the financial crisis is spreading and the prospect of world economy remains uncertain, the international community has reached common understanding on widening cooperation and taking joint measures to meet the challenges. China is ready to join hands with other countries to make further efforts to tackle the financial crisis and to facilitate the recovery of world economy. I am convinced that through our joint efforts, we will certainly further consolidate traditional China-Africa friendship and carry forward China-Africa cooperation.

    Last but not least, I wish the Sixth Seminar for African Press Officials a complete success. I also wish African friends attending the seminar a very happy stay in China.
