環保還在過大關

    “環評風暴”是2006年中國環保在960萬平方公里土地上打下的深深印記。這樣一種強勢手段是否意味著中國環保新思路的展開、新階段的到來呢？現實情況是，2008年，環保總局升級為環保部。
