Special Report: HK 10 Years
The Basic Law is the constitutional document for the Hong Kong Special Administrative Region. It enshrines the key concepts of "one country, two systems", "Hong Kong people governing Hong Kong" and "a high degree of autonomy". During 10 years of implementation, the concepts have been gradually taking root among the people.
Kenny Chan is teaching the Basic Law to school children. He's a volunteer from the Hong Kong Institute of Education.
This is, of course, just a game, and the winners will receive a booklet about the Basic Law.
Kenny Chan, student HK Institute of Education, said, "In promoting the Basic Law, I can learn some of the political awareness, and some of the organizing skills. That's meaningful to me."
Along with other volunteers, Chan works at the Joint Committee for the Promotion of the Basic Law, a non-governmental organization. Their work is becoming increasingly busy.
The Chairman of the Committee, Dick Wong, showed me their latest survey on public attitudes. Wong has been promoting awareness of the law for over 10 years. He's found that most Hong Kong people today, especially the younger generation, believe the Basic Law is an important part of their life.
These students are participating in a Debate Contest on the Basic Law. During the first few years after Hong Kong's return, many people were not familiar with the Basic Law. They have gradually come to realize its importance.
The Basic Law reflects the sovereignty of China with respect to Hong Kong's existing legal system. It's the supreme law of the SAR.
Rita Fan Hsu Lai-Tai, president HKSAR Legislative Council, said, "One country two systems policy is working in Hong Kong. Yes, it can be improved, but what systems can not be improved? "
Under "One Country, Two Systems", Hong Kong has maintained its capitalist system. And many say it has done so successfully.
Alex Fong, CEO HK general Chamber of Commerce, said, "Of course, "One country, Two Systems" is something that is new, but this tenth anniversary has shown to the world, it actually works, because it brings in prosperity to Hong Kong people, the Mainland and the international community. "
The head of the General Chamber of Commerce is confident Hong Kong will remain free and prosperous, guaranteed by the Basic Law.
People here have been talking a lot about "One Country Two Systems." Hong Kong will go on being Hong Kong. But the first part of the formula is One Country. The principle of "One Country, Two Systems"
has been workable for the past ten years, and looks ready to stand the test of time.
