State Council has issued a guideline on improving the management system of social organizations.

The document sets a target that by 2020, China needs to have an improved administrative and supervision system for managing social organizations. That includes improved laws and regulations, better environment for their operations, well defined responsibilities between governments and social organizations, fair competition in a market with spirit of the rule of the law.

The document also encourages development of agencies offering community services, and supporting policies will be rolled out to that end.
