A French parliamentary inquiry into last year's terrorist attacks in Paris has recommended the fusion of the country's myriad intelligence services into a single agency. Officials say the inquiry revealed many problems in the French intelligence domain.

"We remember that the 13th November attack came essentially from French-speaking Belgians. Faced with these issues, we questioned the journey of French terrorists who struck our territory. They were all known and definitely under surveillance. We have drawn several conclusions: the surveillance of the Kouachi brothers shows that sometimes security interceptions, when they provide nothing, can be a sign of movement into clandestine behaviour. Conservative legislator Georges Fenech, who headed the investigation commission, said intelligence authorities who were questioned in the inquiry acknowledged the failures. He recommended the establishment of "a national anti-terrorism agency", like the US National Counter-Terrorism Center. Lawmakers also recommended better European intelligence co-operation. In 2015, terrorists in Paris targeted a kosher market, Charlie Hebdo newspaper, the Bataclan concert hall, the national stadium, and Parisian cafes.
