On July 23, 1921, the first National Congress of the Communist Party of China was convened at this two-story building on the 106 Wang Zhi Road, or now the 76 Xingye Road in Shanghai. Thirteen people from across China attended the congress.

Thirty-one years later, the building was turned into a memorial. It has been developed since, and now, its exhibiting space has been expanded from 450 square meters to 1,000 square meters. Zhang Liming, the memorial curator, said it now has multimedia facilities and 120 new exhibits. There is also enough space to include boards profiling each of the 13 Chinese attendees of the meeting.

That includes materials related to Russian intelligence agent Vladimir Abramovich Neiman, a representative of the Communist International, who was among two foreigners at the CPC national congress.
