All 28 European Union leaders will meet Tuesday in Brussels.  A dinner will be held that evening, where British Prime Minister David Cameron is expected to make an address. However, a senior EU official says he's not expected to begin the process to leave the EU at the meeting.

Cameron announced on Friday that he will step down from his post in the wake of the referendum result. In his speech, he said he would leave it to his successor- who'll most likely be appointed in October- to invoke the EU's Article 50, that would kick start negotiations to leave the bloc.

Top EU leaders, including head of the European Council Donald Tusk, have urged the UK to begin exit talks as soon as possible, so as to avoid further damage to the bloc.
