The Syrian military has denied conducting air strikes on camps near the Turkish border on Thursday.

The Syrian Observatory for Human Rights said women and children were among the 28 killed, and the death toll could rise further because many people were seriously wounded.

A top UN official said initial reports suggested a government plane was responsible for the attacks. The camps were for the internally displaced people near the town of Sarmada, which is some 30 kilometers west of Aleppo.

The UN Secretary-General Ban Ki-moon on Friday voiced his outrage over the attack.
