Chinese Defense Minister Chang Wanquan is in Russia for the Moscow Security Conference. In a speech on Wednesday, he said the international anti-terror fight needs a comprehensive approach.

Chang stressed the urgency of fighting against terrorism, and noted that social media has become a new battle field. He said the combination of political, diplomatic, economic and cultural means should be used to eliminate the root of terror, and double standards need to be abandoned.

The minister also introduced China's efforts on combating terrorism, saying the "Belt and Road Initiative" is a fundamental measure for advancing security.
