EU proposes new rules for accepting migrants

The European Commission has proposed reforms to existing asylum rules to help the union better manage the migrant crisis.

Under what is known as the "Dublin rule", refugees must apply for asylum in the first E-U state that they set foot on. The commission has proposed amendments to that rule in order to spread the responsibility of accepting migrants more evenly across member states.  

The Dublin rule has left Greece and Italy unable and unwilling to offer asylum to all of their refugees. The European Commission has also proposed centralizing the entire asylum process within EU institutions.
