South Korea and the DPRK are to discuss issues including the resumption of family reunions and other humanitarian projects on Friday.
A delegation from Seoul is meeting its Pyongyang counterpart in the DPRK border city of Kaesong.
They will discuss sending more humanitarian aid to the DPRK. South Korean's Unification Ministry said on Thursday that if Pyongyang raises the issue, Seoul will make a decision "depending on developments".
The two sides will also discuss arranging new family reunions on the Lunar New Year Day in February. The latest family reunions were held last month, the first in nearly two years.
Other issues expected to be discussed include restarting tour programs to the DPRK's Mount Kumgang resort and Kaesong.
On Wednesday, the two sides met in Kaesong to discuss preventing further flooding of the border river.
