The city's Environmental Protection Bureau said all digging and pouring of concrete on construction sites will be suspended from July 20th to September 20th. And 19 heavy-polluting factories have been ordered to reduce their emissions during that same period by 30 percent.

Du Shaozhong, Deputy Director of Beijing Environmental Protectioin Bureau said "Companies that are affected during the period will enjoy a reduction in pollution-related fees."

Among the 19 polluters are Shougang Steel, also known as Capital Steel -- the city's worst offender. Yanshan Petrochemical Group, Jingneng Thermal power company, some coal-burning plants and Number 27 Locomotive Factory are also included.

Du Shaozhong said "Beijing has adopted the strictest standards in the world for boiler pollutant emissions."

In the case of extremely bad weather or severely poor air quality, Du said even more stringent measures would be taken. Although he did not specify what those measures might be. Du also added that he believed the air quality during the Games would not influence athletes' performance.
