City gov't plans to make Shenzhen become int'l metropolis
The Shenzhen city government has released a draft of its urban plans for 2007 to 2020. The plan proposes building Shenzhen into a new economic area, the central city in Huanan, and a metropolis developing alongside Hong Kong.
