The Shenzhen city government has released a draft of its urban plans for 2007 to 2020. The plan proposes building Shenzhen into a new economic area, the central city in Huanan, and a metropolis developing alongside Hong Kong.

The recently-released Shenzhen urban plan initiates the idea of developing the city into an international metropolis developing alongside Hong Kong. It also proposes making Shenzhen a service base that supports Hong Kong's prosperity and stability and an international financial, trade and shipping transportation center, jointly built by Shenzhen and Hong Kong. The plan suggests Hong Kong and Shenzhen strengthen their integration in trade, infrastructure and personnel exchange.

It proposes six aspects for joint efforts between Shenzhen and Hong Kong to build Shenzhen into an international metropolis. They include strengthening cooperation between Shenzhen and Hong Kong, improving financial cooperation, building an innovation circle, strengthening hi-tech cooperation, improving customs and improving the environment.

Shenzhen also plans to develop two city centers. Futian and Haibao'an will be built into urban centers to boost the city's development.

The plan draft has been approved by the Ministry of Construction. It will submitted to the State Council for final approval.
