Premier Wen Jiabao says companies must upgrade their technologies. He made the announcement at a routine meeting of the State Council. Wen Jibao said this is especially important for maintaining economic growth during the global financial crisis.

Premier Wen Jiabao says upgrading technology is crucial to boost market confidence and domestic demand . The State Council meeting also stressed this should be done with structural adjustments, changing development patterns and innovation.
The central government will give special support to six industries for the upgrade. They are steel, non-ferrous metals, petrochemicals, light industry, textiles, and food.
It will also promote development of new-energy cars, information technology and logistics.
The central government will earmark 20 billion yuan to support technology upgrade this year, nearly 3 billion US dollars. The investment is expected to attract 460 billion yuan of private-sector investment as well.
The State Council is also requiring industries to guarantee project quality and strengthen supervision to improve their management.
In addition, the meeting called for retirees from bankrupt state-owned enterprises be brought into the basic health insurance system by the end of this year. The central government will allocate about 43 billion yuan to subsidize the coverage.
