The Chinese Academy of Social Sciences has published the country's 2009 Blue Paper on Culture. The report says China's macro-economic strategic transition will accelerate the development of cultural industries.

The blue paper says China's cultural industries less closely connected with international capital markets than other sectors. Cultural consumption has always been underdeveloped in China, but is strong in the export sector. As a result, the global financial crisis has had a limited impact on the industry. The cultural industry is also able to help traditional manufacturers upgrade and transition during the crisis.

Zhang Xiaoming, Deputy Director of Culture Research Center of CASS said "If traditional manufacturers want to upgrade their products, they will have to invest certain amounts on their products' packaging, design and marketing. Cultural industries are able to provide professional support for that. So I expect there will be important cooperation between traditional and cultural industries."

The blue paper also points out that the financial crisis will force China to change its growth pattern. The Chinese economy will move into an era when the country strives to keep a balance between investment and consumption, and between foreign export and domestic demand. And the report concludes the government's decision to expand domestic consumption and demand will create huge opportunities for cultural industries in the next five to ten years.
