China to build digital cultural service system in 2 years

BEIJING, April 13 (Xinhua) -- A digital cultural service system covering urban and rural areas will be built with 1.115 billion yuan (about 16.4 million U.S. dollars) of state investment by 2010, said the National Human Rights Action Plan of China (2009-2010) released by the Information Office of the State Council on Monday.

By the end of 2010, the number of farmers' reading rooms across the country will reach 237,000, and radio and TV broadcast coverage will reach 716,600 villages each with more than 20 households where electricity is available, according to the action plan.

In 2009 and 2010, the state will invest 100 million yuan (about 14.7 million U.S. dollars) to provide some 300 mobile stages for art troupes and other grassroots cultural organizations so that they can easily and regularly go to the countryside to stage performances, the plan said.

The government will invest 3.4 billion yuan (about 50 million U.S. dollars) , using live satellite broadcasting technology, to make radio and TV broadcasting available in 716,600 villages each with at least 20 households where electricity is available by the end of 2010, said the plan.

The fund will also help bring digital film projection to rural areas throughout the country, with one screening a month in every village, the plan said.
