Medical care is a key part of the whole social-welfare system. For those not included in the current network, this reform is a welcome change.

Xing Fengkai is a farmer in Henan province. Her one-year-old son has had a problem involving swollen feet since his birth.

Xing Fengkai said, "We took him to many hospitals in Henan, but no doctor can tell what the problem really is. The equipment there is old and there is a lack of professional medical staff. So we came to Beijing, hoping the doctors here can help."

According to the reform plan, efforts will be made to greatly improve the quality of care in hospitals and clinics in rural areas. For Xing Fengkai this will mean that she won't have to stay in the capital to get treatment for her son.

But the cost is still a top concern and the public hopes this reform will help.
