After the adjustment, civil servants and teachers will now be qualified to buy the price controlled homes. The new policy will also include people who are resettled due to city planning and construction. All applicants for the price controlled homes must go through a strict screening process.

Currently, there are about 14 million square meters of budget housing under construction around the city. About 2 million square meters of homes are expected to be finished during 2009.
