Zuma told reporters in Pretoria that Finance Minister Trevor Manuel would be in charge of the new National Planning Commission, where he would be responsible for strategic planning and coordinating government departments.
Manuel's free-market policies have been credited with growth and applauded by foreign investors. Zuma has named tax authority chief Pravin Gordhan as the new Finance Minister.
Zuma also announced a relatively unknown politician, Maite Nkoana-Mashabane, as the country's new foreign minister.
