It's the first time the two countries have held such a meeting since South Korean President Lee Myung-bak took office in February last year. Pyongyang last week offered to hold the talks with Seoul amid mounting tensions on the Korean Peninsula.

The South Korean Unification Ministry says the DPRK has said it will deliver an "important notice" to South Korea during the talks.
