Two suspects have confessed their involvement in the killing.
Police say the confessions were made by two men arrested in Rawalpindi last week. They have been identified as Hasnain Gul and Rifaqat.
The pair began preparing for the attack in November.
Chaudhry Aboul Majeed, Deputy Inspector General, said, "Five people were involved in the assassination attack, Saeed alias Bilal, opened fire and launched the suicide attack."
On the eve of the attack, Gul provided the two suicide bombers with pistols, vests and sunglasses and drove them to the park where Bhutto was to address the rally.
But they had to wait at the gate due to tight security. When Bhutto was leaving the park, Bilal launched the attack.
The other assailant was to have attacked Bhutto if she had escaped the first blast.
The two suspects confessed they belonged to an Islamic group, which feared Bhutto would crack down on them after coming into power.
Another reason for the assassination is revenge. One of their close friends was killed in an army operation on the Red Mosque in July.
Police say the investigation continues.
