Israeli and Palestinian delegations later headed to Washington to prepare for Tuesday's conference.

Palestinian President Abbas was also seen departing his hotel to attend a meeting. A senior aide to Abbas, Nabil Shaath, says he does not expect a major breakthrough to result from the Annapolis conference. But he hopes the increased attention to the conflict will help instigate progress.
