Pascoe arrived on Tuesday, saying his four-day trip aims to find ways of building cooperation. He is expected to meet with other high-level officials, and discuss with them issues ranging from Pyongyang's nuclear program to humanitarian aid.
Pascoe is the first high-level UN official to visit the country since 2004.
The envoy is reportedly carrying a letter from UN Secretary-General Ban Ki-moon.
