Swedish Prime Minister Fredrik Reinfeldt says achieving a legally binding pact in the UN climate talks may not be possible this year.
Delivering a speech in New Delhi on Thursday, Reinfeldt says, it is unfortunately this way because the United States does not have the domestic support to ratify an international agreement.
He insists a deal has to have everyone, including the U.S., on board to be successful.
Fredrik Reinfeldt,Swedish Prime Minister, said, "The bill they are preparing in Senate will not be ready probably and, as I said, it is not on the levels we are asking for. This cannot be an excuse for the world not to get an answer to the climate problem. Therefore, we need a strong agreement that puts together all the efforts all the countries - both developed and developing - are ready to put on the table."
