UN nuclear watchdog chief Mohamed ElBaradei is reiterating his belief Iran has not yet developed a nuclear weapon.

Speaking to the Council on Foreign Relations in New York, ElBaradei says Iran's ongoing nuclear program was one way the country was trying to be seen "as a regional power".

He believes the US and Iran are at a turning point in relations which could produce productive dialogue between the two nations.

Mohamed ElBaradei, UN nuclear watchdog chief, said, "Everybody is trying to use creativity and ingenuity to try to find a solution. I think it is very clear if we succeed that would open the way to finally a new era when Iran and the US, they are the two who can do the heavy lifting, in this whole issue, can work together and engage."
