And the UN's nuclear watchdog chief, Mohamed ElBaradei is urging Iran to respond quickly to his nuclear fuel proposal while warning the world against using force.

The head of the International Atomic Energy Agency, made the remarks when delivering his annual report to the UN General Assembly. ElBaradei is urging Iran to clarify its response to the IAEA proposal and called for confidence building measures on all sides.

The recent proposal calls for Tehran to transfer about 75 percent of its low-enriched uranium abroad for further enrichment by the end of this year. But, Iran says it wants to buy ready-made fuel for its research reactor. Tehran insist its nuclear programme is not for making weapons.
