One problem facing China's policy makers is that growth in the economy tends to run alongside a growth in the demand for energy. But experts say both goals are important, and the key is finding a balance between the two.
Liu Bin, Vice Professor of Low-Carbon Energy Lab, Tsinghua University said "First of all, we need development. However in the development process, we should explore new, scientific development patterns. Low-carbon growth is a better development pattern. It can ensure development is lasting and sustainable. These do not contradict each other. The target to cut carbon emissions per unit of GDP is based on this concern. It will be a win-win solution for our global climate, economic development, people's livelihoods."
