Authorities said bad weather may have caused the plane to crash in a mountainous area near an airport in the town of Wamena, just minutes before its scheduled landing.
The plane departed from the city of Timika -- some 200 kilometers from its destination -- and had been carrying 12 tons of food supplies and cement.
