New rules concerning online car hailing have increased the entry requirements for drivers and they've also raised the costs for both drivers and consumers. Let's go to southern China's Guangzhou and see how the locals there are reacting to the new rules.
 
Southern cities have relatively soft rules on online car hailing but disputes still occur there. In Guangzhou, both drivers and consumers are worrying that the new rules, such as using cars with bigger engines, will push up their costs.
 
"To buy a 1.8 Turbo or 2.0 Turbo car needs more than 200 thousand yuan now. These cars will cost more than taxi for each kilometer. Higher prices will lead to fewer users. That is very obvious." said Mr. Yu, online car hailing driver in Guangzhou.

"I felt it is more expensive than before to hail a car online. If it continues going up, I might not choose to use it and might turn to take ordinary taxi." said a Guangzhou resident.

Moreover, many online car hailing drivers think the half-year transition period is too short in Guangzhou, especially comparing to Shenzhen's two-year period.

"The number of existing online hailing cars is huge right now. People invested a lot to run this business. If the transition time is too short, it will cause great loss and bring a lot of social problems." Director of Guangdong Law Ruling Research Center Song Ruliang said.

National Development and Reform Commission officials say that the newly released rules are not fixed and can be amended based on real situations.

"After a half or one year, we can evaluate the effects of our policies and see if they have reached our goals. If not, we can adjust them accordingly."  Director of City Transportation of Institute of Comprehensive Transportation,NDRC, Cheng Shidong said.

The new rules aim to provide safer and more reliable online car hailing services. But some users expressed that they also want the charges to be lower as before. It may take more time to reach a happy balance.
