Taiwan's involvement in international affairs must adhere to the "One China Policy." The Chinese foreign ministry says Taiwan will be unable to take part in the meetings by the International Civil Aviation Organization this month in Canada.

"The arrangement of meetings hosted by the International Civil Aviation Organization follows the rules of the United Nations. The ICAO is a UN organization open only to sovereign states. Taiwan is part of the territory of China. Of course it has no right to take part in such an activity. We are very clear on this issue. Taiwan's participation in any international activity is premised on the 'One China Policy'," said Chinese Foreign Ministry Spokesperson Lu Kang.
