Q 1. Given the fact that China is discontented that the Philippines initiated the arbitration without bilateral negotiations, to what extent do you think the arbitration will work or even be effective in solving the disputes?

Professor, we learned you have attended the recent Shangri-La Dialogue in Singapore, where the US defense secretary made some strong comments regarding China on South China Sea issue, adding that the US is committed to the military engagement in the Asia Pacific. While only a few days later, during the US-China Strategic and Economic Dialogues, Secretary of State John Kerry said the US will not take sides on South China Sea. How do you think the contradiction? And What role do you think the US is playing in the matter?
