This year's Hajj is only three months away, Iran says the country's pilgrims will miss this year's event, and Riyadh raising obstacles and "blocking the path to Allah" were to blame.
The Iranian Hajj Organisation also accused Saudi Arabia of failing to respond to calls for assuring the safety of pilgrims travelling to Mecca.
In response, Saudi Arabia's Foreign Minister, Adel al-Jubeir, called Iran's demands "unacceptable". He said it would cause chaos to agree with Iran's demands for special privileges, including the right to organise demonstrations.
