According to him, China is striving to shift from over-reliance on natural resources to dependence more on human resources, which are infinite, full of creativity.

The country will vigorously develop the sharing economy to enable more people to get an equal chance of finding a job or starting a business, as the sharing economy makes innovation and entrepreneurship easier.

"The reduction in red tape and reform of the commercial system that we are actively advancing over the past three years have nurtured many new technologies, new industries and new business modes," said Li.

China will strengthen construction of information infrastructure, particularly in rural and remote areas, to narrow the "digital gap", expand employment and reduce poverty.

The premier asked governments at various levels to share the information they hold with the public to improve government service.

He also pledged to safeguard information security, protect intellectual property rights and clamp down on information-related crimes.
