Kim Jong Un, the top leader of the Democratic People's Republic of Korea, says that his country will not resort to nuclear weapons first, unless its sovereignty is encroached upon by hostile forces with nuclear weapons.

Kim emphasized that the DPRK will strive for world denuclearization and the fulfill obligations of nuclear non-proliferation. He made the remarks at a national congress of the ruling Workers' Party of Korea. He also said his country will make and launch more utility satellites.

Kim stressed that the DPRK will improve and normalize relations with countries that respect its sovereignty. A five-year plan to boost the country's economy was also set.
