Institutional reforms proposed at 10th NPC


The second plenary meeting of the First Session of the 10th National People's Congress was held at the Great Hall of the People this morning (Thursday). State Councilor and Secretary-General of the State Council Wang Zhongyu explained the institutional reform program of the State Council.

A draft plan for institutional reform was proposed at the meeting. The number of ministries and commissions under the State Council, now standing at 29, is expected to be cut to 28 as a result of the reform.

A state property regulatory and management commission will be set up to deepen the reform of state properties management. China will reorganize the State Development Planning Commission into the State Development and Reform Commission in an effort to improve its macro-economic control system. A commission to regulate and supervise China's banking industry will be launched. The State Economic and Trade Commission and the Ministry of Foreign Trade and Economic Cooperation will be replaced by a Ministry of Commerce. A State Food and Drug Administration will be established on the basis of the State Drug Administration in a bid to reinforce supervision over the safety of food, health products and cosmetics, while the State Administration of Work Safety will be upgraded to strengthen supervision over production and coal mining safety. China's State Family Planning Commission will become the State Population and Family Planning Commission, in an effort to beef up research on population development strategy.
