Fourteenth CPC National Congress   2002-09-16 10:55:29 The Congress was held in Beijing from October 12 to 18, 1992. The Congress thoughtfully and seriously summed up the practical experience gained in reform and opening to the outside world since the Third Plenum of the CPC 11th Central Committee and decided that the objective of China's economic restructuring was to set up the socialist market economic system. It established the guiding position of Deng Xiaoping's theory of building socialism with Chinese characteristics in the whole party. At the Congress, Jiang Zemin, Li Peng, Qiao Shi, Li Ruihuan, Zhu Rongji, Liu Huaqing and Hu Jintao were elected members of the Standing Committee of the Political Bureau, and Jiang Zemin, general secretary of the CPC Central Committee and chairman of the Central Military Commission.
