Thirteenth CPC National Congress   2002-09-16 10:52:53 The Congress, held in Beijing from October 25 to November 1, 1987, systematically expounded the theory on the primary stage of socialism and the basic line for the Party to build socialism with Chinese characteristics at this stage. It pointed out that economic structural reform must be carried out around the central link of transforming the enterprise operational mechanism. Supplementary reforms in planning, investment, finance and taxation, banking and foreign trade, and other systems should proceed by different stages, and a basic framework of a new planned－commodity economic system should be gradually established.
