The Congress, held in Beijing from September 1 to 11, 1982, set the general task for the Party in the new period: to unite with the people of all nationalities in the endeavor to gradually realize the modernization of industry, agriculture, national defense, and science and technology through self-reliance and hard work, and to build China into a socialist state with a high level of civilization and democracy.

The First Plenary Session of the Congress elected Hu Yaobang general secretary of the CPC Central Committee; Hu Yaobang, Ye Jianying, Deng Xiaoping, Zhao Ziyang, Li Xiannian and Chen Yun, the standing committee members of the Political Bureau; Deng Xiaoping, chairman of Central Military Commission.
