The Congress was held in Beijing from August 12 to 18, 1977. It summarized the struggle against the Jiang Qing counter-revolutionary clique and announced the end of the 10-year "Cultural Revolution".

It set forth the general task for the new period: to strive to build China into a powerful socialist state within this century. But due to the influence of certain erroneous principles, it failed to correct the mistakes of the "Cultural Revolution" until the Third Plenary Session of the 11th Party Central Committee was held in December 1978, which marked the beginning of a new period of development.

At the First Plenary Session of the Congress, Hua Guofeng was elected chairman of the Central Committee, Ye Jianying, Deng Xiaoping, Li Xiannian and Wang Dongxing, the vice chairmen. Hua Guofeng, Ye Jianying, Deng Xiaoping, Li Xiannian and Wang Dongxing were elected standing committee members of the Political Bureau.
