The Congress, held in Beijing from August 24 to 28, 1973, denounced the crimes of the Lin Biao anti-Party clique. However, it continued the "left" deviation error of the previous congress and called on the entire Party to carry out the "Cultural Revolution".

At the first plenum of this Congress, Mao Zedong was elected chairman of the Central Committee, Zhou Enlai, Wang Hongwen, Kang Sheng, Ye Jianying and Li Desheng, the vice chairmen. The standing committee members of the Political Bureau were Mao Zedong, Wang Hongwen, Ye Jianying, Zhu De, Li Desheng, Zhang Chunqiao, Zhou Enlai, Kang Sheng and Dong Biwu.
