The Congress was held in Beijing from April 1 to 24, 1969, when the "Cultural Revolution" was going on.

It legalized the theory and practice of the "Cultural Revolution" and strengthened the position of Lin Biao, Jiang Qing, Kang Sheng and several others in the CPC Central Committee. The guiding thought of this Congress was wrong in ideology, politics and organization.

At the first plenum of this Congress, Mao Zedong was elected chairman of the Central Committee, and Lin Biao, vice-chairman. Mao Zedong, Lin Biao, Chen Boda, Zhou Enlai and Kang Sheng were elected standing committee members of the Political Bureau of CPC Central Committee.
