The Congress was held in Beijing from September 15 to 27, 1956, seven years after the founding of New China.

It agreed that "the contradiction between China's proletariat and bourgeoisie has been resolved" and "the principal domestic contradiction is one between the advanced socialist system and backward social productive forces. The main task of the Party is to solve such a contradiction and turn China from a backward agricultural country into an advanced industrial country."

The Congress elected Mao Zedong chairman of the Central Committee; Liu Shaoqi, Zhou Enlai, Zhu De and Chen Yun as vice-chairmen; Deng Xiaoping, general secretary; Mao Zedong, Liu Shaoqi, Zhou Enlai, Zhu De, Chen Yun and Deng Xiaoping as standing committee members of the Political Bureau of CPC Central Committee.
