The Congress, held in Yan'an from April 23 to June 11, 1945, summarized the 24-year historical experience of the Party and the experience of the eight-year War of Resistance Against Japan and formulated a program and tactic for defeating the Japanese invaders and founding a new China.

It established Mao Zedong Thought as the guiding thought of the Party and elected the central collective leadership headed by Mao Zedong.

At the first plenary session of the Congress held on June 19, Mao Zedong was elected chairman of the Central Committee, Political Bureau and secretariat of CPC Central Committee. Mao Zedong, Zhu De, Liu Shaoqi, Zhou Enlai and Ren Bishi were elected members of secretariat of CPC Central Committee.
