The Congress, held in Moscow from June 18 to July 11, 1928, confirmed that the Chinese revolution was by nature still a democratic revolution and the general task was to establish an anti-imperialist and anti-feudalist democratic dictatorship of workers and peasants.

It developed a 10-point regulation on the democratic dictatorship of workers and peasants. The Congress elected Su Zhaozheng, Xiang Zhongfa, Xiang Ying, Zhou Enlai and Cai Hesen standing committee members of political bureau.

Then at the first session of Sixth CPC National Congress held on July 20, Xiang Zhongfa was elected chairman of the political bureau and the standing committee of CPC central committee.
