The Congress was held in Wuhan from April 27 to May 10, 1927, at a critical moment of the Chinese revolution when Chiang Kai-shek staged the April 12 counter-revolutionary coup. Since the capitalist class in China had betrayed the revolution, the Chinese revolution "should call on the peasants and the petty bourgeoisie with the political program for land revolution and democratic power" in order to "direct the development of the revolution toward non-capitalism."

The Congress elected Chen Duxiu, Zhang Guotao, Cai Hesen and Qu Qiubai as standing committee members of the Political Bureau. Chen Duxiu was re-elected general secretary.
