The Congress, held in Shanghai from June 11 to 22, 1925, raised the issues regarding leadership of the Chinese proletariat in the democratic revolution and the worker-peasant alliance.

It drew up more complete regulations on the contents of China's democratic revolution: to fight against feudal warlord politics and the feudal economic relationship while fighting against international imperialism.

The Congress elected Chen Duxiu, Zhang Guotao, Peng Shuzhi, Cai Hesen and Qu Qiubai as five-person central bureau. Chen Duxiu was re-elected general secretary.
