The Congress, held in Guangzhou from June 10 to 20, 1923, discussed the revolutionary united front led by Dr. Sun Yat-sen and made a formal decision concerning the principles and methods for cooperation between the CPC and the Kuomintang (KMT).
A CPC member could join the KMT in a personal capacity and this was taken as a method for realizing CPC-KMT cooperation. At this Congress, Chen Duxiu, Mao Zedong, Luo Zhanglong, Cai Hesen and Tan Pingshan formed a five-person central bureau. Chen Duxiu was elected chairman of the central executive committee, Mao Zedong, secretary.
