The Congress, held in Shanghai then moved to Jiaxing in Zhejiang from July 23 to August 1, 1921, named the party as the Communist Party of China and passed the first Party Constitution.

The Party's major established program was "to overthrow the bourgeoisie by the revolutionary army of the proletariat" and "to abolish the private ownership of capital." The Congress elected Chen Duxiu, Zhang Guotao and Li Da as a three-person central bureau and Chen Duxiu general secretary.
