Foreigners commend One Country Two Systems policy

Many foreign political figures and businessmen living in Hong Kong say the region has made great achievements over the past five years. They make the remark when commenting on the development of Hong Kong they have witnessed since it returned to Chinese sovereignty five years ago.

The Russian consul general to Hong Kong, Mr. Konstantin Vnukov, has been living here for the past four years. He says that after the hand-over, the special administrative region has implemented the One Country Two systems policy with great success.

"I feel this could not have been done without the support of the central government of China. After Hong Kong returned to China, it received support from the whole country. And by following the principle of Hong Kong people governing Hong Kong, the local people have, for the first time, been able to solve their problems by themselves. "

The diplomat says that after China resumed sovereignty over Hong Kong, the central government gave the region a high degree of autonomy. That's the fundamental reason why the international community can have full confidence in Hong Kong.

Many foreigners who work and live in the region share that view. Some have pointed out that in the days immediately after Hong Kong' s return to China, they were skeptical about whether the Chinese government would keep its promise. But five years' practice has shown that their former doubts were groundless. Today, the number of foreign companies in Hong Kong has exceeded 3,200, up 700 from that in 2000. The American company, Crown Worldwide Holdings Ltd. is one of them. It has invested in Hong Kong for over twenty years. Chairman of the board, James Thompson says during the implementation of One Country, Two Systems, the original investment environment has been well maintained in the region. This is of utmost importance to foreign businessmen.

"With the change to Chinese control of Hong Kong, we have seen very few changes, almost no change in the basic things that are of interest to business people. We would be looking at the way the legal system is conducted here. And there has been no change to the legal system, which is particularly important to foreign businessmen, that any dispute can be settled in a fair way. The ease of doing business here remains very much the same."

The businessman says Hong Kong is sure to benefit from the continually rapid growth of the Chinese economy. And he is full of confidence as regards Hong Kong's future prospects.
